.Net 1.1 install fails prematurely

I hope someone can help me. HP PSC 1350 all-in-one printer requires .NET 1.1 Framework. I've tried installing it by copy/pasting netfx.msi and netfx1.cab to the hard drive and by downloading it from the Windows Update site. In both cases, I get the "installation has failed prematurely" and am told to contact Microsoft support if it continues. Of course, there is no way to contact Microsoft support directly about this, since it is not a purchased product with a product ID number
I was told that the windows installer may have been corrupted, and followed instructions for unregister/reregister it. This did not help. I also read something somewhere about renaming a file mscoree.dll, but cannot find that file on my computer
Anyone have any suggestions before I throw this printer out the window

BTW, I'm running Windows 2000 Professional on AMD athalon 1200 mhz with 261,616 KB Ram and 11.4 GB free space.

ok. First: Make sure, all Service Packs for Win2000 are installed. Shut Down
all other programs (i.e. Virus Scanners). Installation should work just
fine - never failed for me.

Thanks, Frank, but I have tried disabling my virus software and popup blockers and the installation still fails. Any other thoughts?
