.NET 1.1 downloads but will not install from Microsoft Web Site

My Windows 98 Second eddition does not currently have .NET
framework. Need it to run new program. I have it
downloaded but it does not install. I am a novice and
don't know how to correct.
 
I am having the same issue with Windows XP and .Net.

I receive a message that IIS needs to be installed. Not
sure what that is or how to obtain.

Can anyone out there provide assistance?
