Needs Help!

I posted on this forum yesterday about problems I am
experiencing on my laptop. I am a little concerned that
my question posed to this forum in search of help will
result in getting burried and unanswered as time goes on.

My origional post is on Oct 7, 9:10 PM by "Confused and
about Frustrated". Subject is "XP SP2 Security Probs".

I appreciate the sole person ("Joel") who tried to help,
unfortunately I still have my problem. Thank you, Joel
for trying to help!

Basically, I am experiencing security problems that has
me locked out when "downloading files" from the internet
and also some programs to not function properly. This is
believe is related to "Active X" not working properly.

I have done a lot of reading in search of finding a
resolution to my problem. In my reaading ref url:

I believe I might have found what might be causing my
problem. In the section "Changes to local machine zone
for windows SP2" It talks about the feature "Local
Machine Lockdown". This is or sounds very simalar to the
problems I am experiencing. In this section it discusses
where to look in Reg Edit. My problem is, it appears as
though my registry is set properly. If I am
understinding it right, I should not be in "local machine
lockdown mode". I listed my registry for
HK/LM/Microsoft/Windows/CurrentVersion/InternetSettings/Zo
nes/ key 1806 (for zones 0-4). It is listed in my post
of Oct 7 by Confused and about Frustrated, XP SP2
Security Probs.

I also have found another problem and that is I am unable
to start the "group policy editor" (gpedit.msc) I scan
of my C: shows no gpedit.msc to be found.

My question now, Is the "Group Policy Editor" supposed to
be functional in XP Home w/ SP2 installed? If it is, how
would I go about re-installing it?

I don't know if I am off on a wild goose chase that will
end in not resolving my problem. This is why I am
posting my questions and problem statement on this
forum. I sure could use some help.

Thanks for taking the time to read my posts and give me a
hand. I know my problem is solveable but I am growing a
little frustrated.
 
For your information, the group policy editor it's not available in the
Windows XP Home Edition.

KB815141 Article refers to Server 2003 versions, not to Windows XP.

You may have changed settings in the Internet Options that disabled
downloads, check in Internet Options\Security.... Downloads\download
files... it should be checked for downloads or click on the Restore
botton to restore to default settings.
