Needing comma between names in Contact Distribution List

My ISP, Time Warner, says that I have to separate multiple names in a
Distribution List with a comma instead of a semicolon. Does anyone know how
to set up a Distribution List with commas? I don't want to have to edit my
Send field every time I use a Distribution List.
 
What version of Outlook?

For Outlook 2003, Tools->Options->E-mail Options->Advanced E-mail Options.
At the bottom is a place to check to allow commas as address separators.

Even if you turn that option on, the To box replaces commas with semicolons.
The problem was with Distribution Lists I have set up (and I went from
Outlook 2000 to 2003 yesterday, BTW). What my son figured out was that when
viewing the Distribution name in the To box, there was a plus sign box next
to it. We clicked that and it replaced the Distribution List with the actual
email addresses of the people in the distribution list and then it would send
just fine. I think it's a bug in Outlook.
