Need to make a Tabular Subform in a Tabular Main Form....

I have a table with a list of locations and another table with a list of multiple documents for a specific location.

What I am trying to do is have a Tabular list showing all the locations on the top of the form, as opposed to a single record form. This way I can see and filter out many locations if I want.

Then, I'd like to have a Tabular Subform showing all documents for the paticular location record I have selected on top.

I tried this and Access says that the main form must be Single Record to have the Tabular subform. Access then gets rid of my Location Table and replaces it with individual fields. Then I can only see the information from 1 location at a time.

Any ideas on how to resolve this?
I'm using Access 2000 at the time.
