need to import a text file into Personal Address Book

I'm trying to import a text file (or excel file) into the
Outlook Personal Address Book (.pab). Is there a way to
do this?

Not into a PAB. PAB's have not been in use for several years now. Why don't
you use the Contacts Folder?

PAB files are deprecated. Your Contacts folder is where your personal
addresses are kept now. (for Outlook 200x). You can use "Import and
Export">"Import from another program or file">"Microsoft Excel".
