need to double click IE twice to run

When I start IE the first time (Win XP SP2) nothing happens. WHen I double
click the IE icon again, it starts. Then on Task Mngr, I have two instances
of IE running, but one window shows. When I close that IE window, I can't
turn PC off till I go to Task Mngr and turn the second instance of the
invisible IE.
