need to clean up wav files

I'm looking for a freeware program that will clean up a .wav file, I am in
the Scanner Radio Hobby and I record a lot of scanner audio in .wav files.
Some of these voice files are pretty hard to understand because of static in
the back ground, noise or the person is talking to close to the mike, some
times the audio is to low and the background static is louder than the
voice. Is there a freeware program that will clean up these .wav files, I
guess I need a program with different filters so I can take out the back
ground noise and clean up the voice audio. Any help would be greatly
appreciated

Most any wave editor. Audacity - http://audacity.sourceforge.net/ - is free
but perhaps not as full functioned as commercial ones such as GoldWave or
CoolEdit.
