You could use some networked PC to ping the servers
constantly. When a ping fails, get that PC to invoke an
auto-dialler. Make sure that the PC is on a highly secure
power supply!

I think a better solution would be to have the computer page you vs. making a
phone call. Most pagers can be reached via e-mail, so you simply need to use
SMTP to generate the alert.
An alternative option is CyberGuage. At 395 for 5 devices it may also be
affordable. Works well and generates some helpful reports. Has notification
