need to access old.pst file on newly installed outlook

The knowledge base seems helpful. I have followed all the steps but I can't access the data from the .pst file I was using before I had to reformat my hard drive and reinstall outlook. What am I doing wrong?!!!
 
What steps? What version of Outlook?

Make sure the file on your harddisk and not marked as "Read Only". Then
connect to it by File-> Open-> Outlook Data File...
