If you create a cutout / save it / and then
open it in IrfanView...you can go to...
File / Save As...and choose...
....ICO - Windows Icon...
On the ICO Save Options pallette...
check the box...Save Transparent Color.
Then you will see a screen that lets you
select the Transparent Color which...of
course would be the background..
