Need Program to manipulate photos

I want to design a web page that has as many as (150) small photos as a
background image. I want to be able to rotate the images and place them on
the page.(Drag and Drop?) Most programs I have seen won't allow me to
rotate the pics with the mouse and then set it in place on the page. I hope
I have made clear my request. Thanks for the help...Doug

I use Microsoft Picture It for those types..
