Need permission to access network and dial-up connections folder

I'm currently logged in as the local admin on my computer. When I try to
access the network and dialup connections folder I'm prompted with "You do
not have permission to open the network and dialup connections folder".

Does anyone know how to fix this? I've never encountered this problem before
 
Yup, access the particular resource with a "network" logon account :)
