Need nic for VPN?

An interface is a NIC. Yes you will need two.

Sorry I have to disagree, but I am successfully running a VPN server with
only one NIC. Why should you need two? You need one NIC for your LAN, and
another interface (must not be a NIC) for your Internet access (you do not
even need the second interface if you connect the server to the internet
using the LAN-connection of the NIC).

You definitely do NOT need two NICs. I have two servers with RAS and both
have one NIC that's configured for the lan and VPN connections through PPTP.
