Need network access but not internet access

How can I setup a Win 2000 or Win XP PC to be able to access a the network
but NOT be able to access the internet. I still want to use DHCP. I know I
can do this using static IP address and just not specifying a gateway but is
there a way to do this using DHCP.

Instruct your firewall to block specific MAC-addresses.

But if given the choice of configuring DHCP client options or just a static
IP address/gateway, I'd just go with the static IP settings.
 
The other thing that sort of works is to use Group Policy to pump out fake
proxy server settings. You can make this per machine instead of per user.
