Need I bother install previous service packs

Are the service packs for win 2000 cumlitive (can I just get away with
installing the latest one) or do I need to install 1-4.

The Service Packs are cumulative. You should be able to start with SP4.
 
Yes cumulative.

Be sure to apply these to your new install before connecting to any network.
