Is the monitor turned on? (It's not sufficient to merely plug it in)?

Is the video cable securely attached at both ends?

Do you see anything at all when you power on the computer (e.g., POST
messages)?
 
Check all connections to the monitor, cables, power cord etc. Make sure if
it has a separate power cord that the switch is actually turned on.

If all that checks out, perhaps the monitor is dead.
