I purchased a new monitor (17" lcd Liquidvideo) in hopes
of fitting more on my screen when working. Problem is I
cannot change the resolution. Whenever I attempt to
change from 800 x 600 the monitor says "out of range".
This monitor is supposed to 1280 x 1024, but it isn't
working.

It says Default Monitor and the properties button isn't
accessible under monitor. If I check the "List All
Modes" button and try to select the higher resolution
there, it gives the same "out of range" message.

Any help for this problem??

make sure the refresh rate is at 60Hz
.

Thank you. I am having trouble doing this. I have tried
following these instructions,

"How to Change the Screen Refresh Rate of Your Monitor
Click Start, click Control Panel, click Appearance and
Themes, and then click Display.

Alternatively, right-click the desktop, and then click
Properties.
Click the Settings tab, and then click Advanced.
Click the Monitor tab, and then click the screen refresh
rate that you want to use."

however, there is no option displayed for changing the
refresh rate when I do this. The only option available
is "Use hardware default settings".

Any suggestions on how to change refresh rate when the
option isn't displayed? Right now I am stuck at 56Hz.

If it will not let you change the refresh on this screen or install the correct drivers for the monitor, then I would try uninstalling your graphics card drivers. Then restart your pc. What normally happens after this is that windows installs your graphics card again and resets the monitor to default status. This would then allow you to manually enter a refresh rate and would let you enter the monitor properties and install it proper

If this solution does not work you could try dwnloading the latest drivers for your graphics card. When installing these you should be asked to restart your pc and should do the same as above

If neither of these steps work then i'm afraid you may have to use a more drastic approach like fitting a new gfx card or borrowing one from a friend to see if it helps

Good luck
