Need help with replacing a damaged hal.dll file

Two days ago, we have several power surges in my neighborhood. Unfortunately, my computer was on. I am unable to load Windows using any mode, (i.e., safe mode, safe mode with command prompt, etc.) The error I get is "Windows could not start because the following file is missing or corrupt: <windows root>\system32\hal.dll. It goes on to say that I need to re-install a copy of the above file.

How do I do that? Does anyone have a hal.dll file that is exacutable that I could add through drive A?

Any help would be greatly appreciated

Need help real bad. I have some very important files on my computer that I need to get too.
