You can't make XP's firewall work on the LAN, and you don't need to.
XP's Internet Connection Firewall is for use only on a direct modem
connection to the Internet. By design, it blocks file and printer
sharing. Your computers don't have a direct modem connection, so you
must disable XP's firewall.
Your cable modem/router acts as a firewall, preventing other Internet
users from accessing your computers and your network. Therefore, XP's
firewall wouldn't add anything of value, even if it allowed file and
printer sharing on the LAN.
