"Secure data disposal" and "Remote Deployment Manager" are IBM (now
Lenova) tools for keeping corporate laptops in sync. Does the machine
just stop after displaying that text? If Windows or any OS isn't
installed, it should display an error message like "Can't find
Operating System".

When I turn on my T22, I first get the IBM logo screen on which it
says Press F1 to enter BIOS, Press F8 to boot from temporary media (or
words to that affect). If you press F8 (now I'm thinking it could be
F10 but I can't test it) the machine should boot off the CD/DVD and
allow you to install Windows.
