need help with Group Policy

well i am a newbie at active directory....i just installed active
dirctory and configured it..everything is ok but i am unable to create
a new group policy...whenever i try to make a new one i face an error
that u do not have permission to perform this action...i am logging on
using the administrator account of the server which i used to install
active directory also...there is nothing unusual in my event log i
check it frequesntly but there is nothing there...i have added this
administrator to the group policy creator owner group also but still
no luck...this id seems to do everything else but with this i just can
create a new group policy.

i have created new user and gave him the rights same as admin and
tried creating gp on it but still no luck i even reinstalled active
directory and my windows but still no luck....

maybe someone in here can help me i am so frustrated...thanks in
advance to anyone who can help me out
 
Make sure that your user account is in the domain admins group and that the
domain admins group is in the administrators group for the domain in Active
Directory Users and Computers which it should be by default. If problems
persist also run the support tools netdiag, gpotool, and dcdiag on your
domain controller looking for any pertinent errors that may provide a clue
as to why access is denied. If the sysvol share is missing or lacks full
control ntfs permissions for administrators and system you may also have
problems. Administrators also need full control "share" permissions to the
sysvol share which is the default.--- Steve
