need help with formatting

[Confused]

I have a huge 200 page project that I need to format. It is divided into 7
sections, and each section has its own tite page. I need to have a roman
numeral page numbering for the first couple of pages, and a section specific
page numbering for each section (e.g. 1-1, 2-1, etc.) I also need to insert
headers and footers on all pages EXCEPT the title pages (they have to be
completely blank.) I tried creating different sections and then making the
footers and headers but the damn things still appeared on every single page.
Basically I don't have a clue what I am doing. Help. Please. Thanks.

The main key to getting different headers/footers in different
sections is to click the Same As Previous button on the Header Toolbar
so it doesn't appear "pushed in".
