Need help w/ 8500DV tv tuner

I just built my last rig completely from scratch to be a digital video
"darkroom". The only thing that won't work is the TV tuner, actually, I
should say, the driver. I have Virtual Dub installed and can get a TV
picture and capture through the cable service. When I try to initialize the
tuner through either the tuner software or "GuidePlus" the
TV splash screen comes on and blinks on and off trying to initialize. The TV
windows then says no tuner found. I'm using the latest catalyst drivers, XP
pro, AMD XP 2800+ Barton, 1 gig of memory, ATI Radeon 8500DV, 80 gig WD SE &
120 gig WD SE for storage during processing, Samsung DVD/CD-RW combo drive.

Norton Anti-Virus and certified virus free.
Do you have DX 9.0b installed and are you using a PAL or SECAM tuner? DX
9.0b breaks them. There are a few fixes around, and AIR erratic has posted
the official M$ fix (finally!) although it's hard to find on the M$ site.
