Need help URGENT!

Okay I downloaded the 64 bit Windows Vista. The file has been downloaded but
now what? After it was finished, it has the icon on my desktop but it asked
what I would want it to open with. So I clicked the recommended Internet
Explorer. I have IE 7. But everytime I click to open it, the window opens and
crashes right away. Then a few minutes after that, it asks if I want to open,
save, or cancel it. So I click open, gets to the progress thing, which it is
frozen at about 1/4 (green bars). But then it closes, Internet Explorer opens
and closes again. What should I do? Order the DVD or remove and reinstall it?

you have to use a program that can write the ISO file to a DVD or a virtual dvd program to be able to open it for installation purpose.

NERO is one program that can burn a DVD as well as Isoburndr. use slowest speed popssible.

MagicDisk can be used to create a virtual dvd for installation purpose.

DaemonTools as well.
