Need Help - Setting up a Conference Room Calendar

We are running Exchange Server 2000, and the workstations are running
either Outlook 2002 or Outlook 2003 (about 50/50)

In Active Directory, I created a user called ConfDown, and set all the
appropriate permissions, and resource settings. I've tested that I can
access this calendar from any user by using -- File -> Open -> Other
User's Folder.

I would like to share this users calendar in the Public Folders so that
anyone can have access to view, or schedule a meeting (Author). Only a
couple people would have right to edit or delete (Editor).

If I can't accomplish this through Public Folders, is there a way, from
the server, to have every user open this calendar in addition to
his/her personal calendar, when Outlook is started?

I've been reading articles and postings all day and have gotten bits
and pieses of the puzzle, but I haven't found anything that helps to
put it all together.

a.. For every resource you will have to create a user account in the
active directory and give it a mailbox in Exchange.
b.. Log on with the username and password of the resource and set up an
outlook profile.
c.. Open Outlook and
a.. On the Tools menu, click Options, and then click Calendar Options.
b.. Click Resource Scheduling.
c.. Click the options you want.
d.. Click Set Permissions
e.. Click the Permissions tab, and then click Add.
f.. In the Type name or select from list box, enter the name of each
person you want to grant permissions to, clicking Add after each name.
g.. Click OK.
h.. In the Permission Level list, click Author.
The clients must book all appointments with a specific Outlook technique: On
the 'Attendee Availability' tab of a meeting request, click 'Invite Others'
to add one or more resources to the Resources box. Make sure you add them as
resources. If you add them as required or optional attendees, the resources
will not be automatically booked.

to ALSO list the resource calendar in a public folder calendar you need an
add-on like www.exchangegroupcalendar.com (not free)
