Need help right away ,PLEASE

Outlook will not open anymore.The outlook screen comes on
desktop ,and just sits there.Using control alt delete
shows it is not giving the standard "not responding"
error.I can access it thru command using Start-Run-then
browsing to outlook program clicking it ,then adding /safe
to end.It opens and runs then.Can anyone help me
please.I've already tried to use disc to repair,and gone
to help in program and tried repair.Nothing has worked.
I have windows ME(unfortunately),750 compaq,with
512ram.Installed spam guard ,but it ran well for months
with it ,so don't think that was problem.Anyone?

Most likely you'll have a corrupt outcmd.dat file. This will prevent Outlook
from building the Toolbars. Rename it to outcmd.old to reset the Toolbars
and Outlook will start succesfully again.
