Need Help please

I've been having lots of trouble with connecting to the internet. When I
tried to connect to my server the computer would reboot by itself, Norton
antivitus found nothing neither did spyware program, the problem continued, I
then uninstalled the internet setup and re-installed it, I was this time
succesful in connecting to internet but while downloading windows updates it
froze, I tried to start downloading again but when I tried to open internet
explore it gave me the not connected message however connection status
appeared as connected.. after a few attempts to open internet exporer I
decided to disconnet and start again but It would not disconnet at all, I
ended up restarting computer to access internet again which I have but don't
know how long I will remain working properly, my problem has been going on
for over a few weeks. I have noticed all my restore points have been deleted
even though I have not done it myself. Would this problem be related to a
viruslingering around?. would it help if I format computer? PLease please
help

Not enough information about the type of Internet connection.
Is it dial-up or broadband? What software is being used with
the connection? Were there any messages? Anything written in
Task Manager, such as "Program not responding"?
