Need help deleting a folder

I cannot delete a folder, I get the usual access denied error. I suspect its
because the folder is 'read only'. I right click -> properties -> take off
the read only attribute -> OK. Problem is when I go back to the folder its
still checked as read only as if I didnt remove the attribute so still cant
delete it. Never seen this before and I dont want to have to reformat the
whole disc just to kill one folder.

I tried an "unlocker" programme and it said there wasnt actually anything
locking the folder. I also tried deleting it from msdos but didnt get
anywhere with the deltree command.

btw on another post with the same subject someone asked me whether the hard
disk partition is formated with NTFS partition with regards to helping solve
the problem. How can I find this out?
