Need help configuring Windows Firewall

I'm running windows xp sp2 with windows firewall only ( no third part
firewall )
I have cable internet with a 10.0.2.17 ip ( this is an internal IP).
Most hacking attempts and pings/port scans are from people from the same
subnet.
How do I get windows firewall to NOT trust my local subnet?

You're getting people in your own organization trying to hack your PC?!!
Just turn off file and printer sharing in the Exceptions tab of the
firewall and don't have any shares. Make strong passwords.

If this is a home computer, talk to the other people who live in the
house. If this is a business, you'd better talk to your IT Dept.

I never said it was an organization or anything. It's cable internet. The
other subscribers are other people living in my neighborhood all of which are
on the same subnet. How can I get Windows firewall not to trust my local
subnet? I already disabled file and printer sharing.
