Need help accessing old file from old hard drive

My cheap e-machine power recently die and took my mother board with it. I
purchased a new mother board (xfx nForce 650i ultra socket 775) new power
video card (xfx GeForce 8400 gs and new hard drive. After installing the new
parts and installing a new oem copy of windows xp home onto the new hard
drive I would like to transfer the file (photos etc) from my old hard drive
to the new one. When I try to access "documents and Settings and the file
with my user name" it says it is not accessable "access is denied". The
other issue I am having is that the volume for my speakers is turned all the
way up and I can barely here them. Did I load the wrong drivers? Any help
would be greatly appreciated.

Since you're running Windows XP Home Edition, you
must start the computer in Safe Mode, and then log on with an
account that has Administrative rights to have access to the
Security tab. To start in Safe Mode, reboot your computer and
start tapping the F8 key as soon as you see anything displayed
on the screen. Keep hitting F8 until the Advanced Startup
Options menu appears. Use the up and down arrow keys on your
keyboard to select Safe Mode. Hit Enter.

Once you have access to the Security tab you can take ownership
of the files and give your account Full Control permissions.
