need for IPSec? How to turn off?

Running WinXP & IE6 I get "Link to MSN faild" w/disconnect
followed by automatic reconnect -- over & over for a
while, then everyting runs fine until the cycle starts
over again at a later (random ?) time. Problem occurs on 2
different (but "identical") machines on 2 different
telephone lines. Running Win98 on a different machine
using the same telephone line works fine. Now, I noticed
that IPSec shows a failure at each link failure. Is this a
cause or a result? If it is the cause, do I need IPSec and
if not how do I turn it off?

Hi Dan,

Start -> Run -> type mmc and click OK. On the File menu, click Add/Remove
Snap-in,
click Add, and then double-click IP Security Policy Management. Click OK.

Check the policy settings:

If there is a policy assigned and if you don't need IPSec then right click
policy that says "yes" and select Un-Assignee.
