Need a vocabulary for describing IE

Calling all tech writers and editors!
Please point me to a web source for the official terms for describing the
parts of IE.
For example, what do you call the words that are displayed on the very top
line of the browser? (These words are picked up from the web page's META tag
and generally give the name of the web page.) What do you call that line of
the browser? Etc.
Microsoft should have an official dictionary for the use of those who write
about its products. Is it available online? Where?

It has nothing to do with IE or META tags. The top bar is the "title" bar,
and is determined by the content within the said:
Microsoft should have an official dictionary for the use of those who write
