NE1 know of this feature in a graphics editor?

I have need for capturing a fixed dimension frame out of any given
larger picture. My camera takes 1600x1200 pix, and I want a graphics
programs which will permit me to designate a frame of 1024 x768 to
drag around over top of my pix, and then to click it into place where
I choose .. in order to capture just whatever fits inside that frame.
That way I do not have to fool around with resizing pictures at all,
and making them fuzzier with each manipulation. Any help out there?

I know Snagit does, but it's not freeware. I'm pretty sure MrCaptor does.

Irfanview does this. Edit-->Create Custom Selection allows user to
define origin (default is u/l corner) and to dimension a selection area
in pixels, cm, or inches from the keyboard. That selection may be
dragged to anywhere in the image and may be cropped-to, cut, copied,
etc. I find no way to retain those values, however, so each image must
be maniuplated individually, which can become tedious. For cookie-cutter
shots, File-->Batch Conversion/Rename-->Advanced Options supports custom
selection for cropping only. Here, again, one defines origin
coordinates; dimensions are in pixels.
One of Irfanview's (few) shortcomings (unless I've overlooked the
function) is that it cannot pick up values from the current image and
apply them to the selection list as can some O.T. specialty apps.

PhotoFiltre is pretty good at that.

Select the rectangle, and reading the status bar numbers, drag it out to
1024x768 anywhere on the picture. Then move the frame where you want it, and
drop it on the picture. Select "crop", and you have it.

Another good tool for that is Firegraphic. Assuming your screen resolution
is 1024x768, zoom the screen, pan the pic to where you want the crop, then
crop it to the shape of the screen.

Thanks to Derald, I learned about IrfanView's ability to do just what
I wanted .. if but just a single time. Perhaps I can apply a request
to Irfan Skiljan for retaining memory of my chosen frame for applying
in more than one picture.
