&nbsp..what doest it do and do I need it ?

I am running frontpage 2, and putting together a simple web site, when
viewing in html I see a lot of ( &nbsp ) what is this and if it of no value
can I remove it without any problems ?

it's a space...like when you press the spacebar on your keyboard - and you
shouldn't use your spacebar for a layout tool...nor should you use spaces in
file names.

if I do not use the space bar then I just move the cursor to where I want
the next step?
I am going to try this now and report back

You would probably be better off using a table for your layout
 
  is the entity used to represent a non breaking space. It is
essentially a standard space, the primary difference being that a
browser should not break (or wrap) a line of text at the point that this
  occupies.

If you are using tables then you may want to put this temporarily in
cells so that you can see the layout in preview mode. Browsers
generally ignore all blank spaces and line breaks but by putting this
tag, you can control your work better.
