navigation & shared borders switches in FP 2003

I made a couple of post yesterday about having problems
with navigation buttons in both shared borders and stand
alone on a page. A co-worker of mine and I both have FP
2003 and it works for her, but not for me. We found the
shared border flag under tools, page options, and I
switched mine on, but it still doesnt' work when I edit
the page (yes by opening the web first). Any clue where
there might be some more hidden switches?
