Navigation Bars Duplicating on pages

I am having problem with a site that was built with FrontPage 2004 and has
been published for approximately a year. The navigation bars have duplicated
on the page when I save, I remove them, save and then they have duplicated
again---taking up the whole page after I tried to correct. What is causing
this and how can I correct?
 
There are some bugs in FP& in the FP2002 SE related to shared borders & include pages
so make sure you (and your host) see & apply all appropriate patches from:

I sent this info to my host (123 ehost.com) and they replied that they were
running 5.0.2.2635--which they said was the latest. I have un-installed and
reinstalled FP 2003--then tried again to import the site---still got
duplicate entries. I have two other sites that I have built with shared
borders and have not had a problem with those.
I appreciate the input.
 
Are you publishing or importing, you should be using the publish function?

I tried to publish but am not able to get to the screen to publish, so have
been trying to import.

Importing doesn't transfer all of the web content.
