Navigation bar problem

The website is on a server not supporting Front Page Extensions, but it looks
good and navigates correctly. When I go to open any page for maintenance,
the navigation bar is missing. I even downloaded the entire file that is
displaying correctly on the web, but when I use Front Page to open any page,
the navigation bar is missing.

It sounds like your copy of the website is either missing shared borders or
the navigation view. Without seeing the page, and knowing where the site
you are opening in FrontPage is located (on the internet? on your PC?) it
is difficult to guess at solutions.
