Navigation Bar - Align to Top of Page instead of Vertical Centerin

I have created a Navigation Bar in Front Page that shows up ... it is a
Veritcal Bar which works fine, but the only problem, is when the main body of
the webpage exceeds the window and now I have to scroll down to see part of
the web page, the Navigation Bar is actually centered vertically on the left,
meaning if I want to use the Navigation Bar, I have to scroll down the page.
How can I get the Navigation Bar to "stick" to top in a static place instead
of moving up or down in relation to the size of the page.
 
You probably put this navigation bar in by using the insert command. Reverse
that insert you did and put in the navigation bar by going under format,
shared borders.
