NAV Corporate 9 doesn't startup

tried different versions (7 and 9) on windows 2000 and 2003 servers.
NAV is set to load on starup but doesn't, get the following message:
'Symantec Antivirus service is not responding. If you are trying to unload
Symantec Antivirtus services you need to have Administrator rights to unlaod
a windows NY service'
This is weird since I'm not unloading but actually trying to load NAV.

If i go to 'Scan computer' and trying to scan local server HD it works just
fine though. but I can't get it to
either autoprotect or to scan administrative shares on other machines which
is what i really need it to do.
All the proper services are started

No error messages in Even Viewer.

Thanx a million if anyone can help me with this one.
