Nav Bar Font not publishing

I am using FP 2003 and am trying to change the font on my navigation bar. I
have changed it in the theme and it shows correctly while in FP and when I
preview in the browser but when I publish it shows in the original font of
the theme. The font I want to use is Verdana but I have also tried Times New
Roman without success. I have tried publishing just updated pages and
publishing all pages and I know the server has FP Extensions on it. Any
suggestions? Thank you.
 
Did you edit the theme and save it with a new name, and then apply it to
your web?
