names on distrubution list are duplicated on optional users list

I have a user who created a distrubution list and some of the names from the
list are being duplicated on the optional users list. Is there and way to
have the optional users names removed from this distrubution list? Using
Outlook 2003 SP1

What's an "optional users list"?
