Name column in To List

I am using Outlook 2003. When sending an E-mail and selecting the "To"
button, I choose my personal contacts folder. The columns in this folder is
"Name", "Display Name", "E-Maill Address", etc.

The list is sorted on the "Name" column. Some of the names in this column
are Last, First format while others are First Last format (in the same list).
How do I get Outlook to make all of these names in a Last, First format as
the "Display Name" column shows?
 
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
 
That is how it was set up and it still does not work. Any other suggestions?
I went to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change and selected file as last, first but the names are still jumbled. If you send me your e-mail address I can send a screen shot that shows the names (some in last, first order others in first, last order).

This makes no sense.
There is no "Last, First" option there.
I would assume you selected "File As" and that Outlook is doing what you
told it to. You need to get your File As fields in the proper order.
