For user profiles, follow Jupiter Jones' advice, or follow this if you want to have the exact duplicate copy of the user profile, with a different name (as you prefer). All the user settings are carried forward to the new account, which is what you want.
1) Create a new account
2) Logon to that account to create and initialize the profile
3) Logon to an admin account that isn't the account being copied to or from
4) Open the System control panel
5) Click the Advanced tab
6) Click Settings under User Profiles
7) Select a profile to copy from
8) Click Copy To
9) Type or browse to the profile to copy to (C:\Documents and Settings\user)
Personalized settings, Outlook Express mails, favorites are carried over to the new account and the settings are not lost.
