Yup, that's autocomplete.
Remove individual addresses from the autocompletion cache by highlighting
the entry when presented in the suggested names list (use your arrow key
to
migrate to the entry) and then hitting your Delete key before you tab out
of
the field. To clear the entire cache, follow the instructions here:

If, instead, you want to use a Contacts Folder as the data source instead
of
the autocompletion cache, you would need to turn off autocompletion
(Suggest
Names...) and use autoresolution (Automatic Name checking) instead.

You need to provide your Outlook version and to state whether you are
using
autoresolution or autocompletion. If you don't know the difference, at
least
list the steps you are using to enter the address so we can figure it
out.

When someone's email address changes, whether they are a personal
contact,
from the GAL, or a 3rd party address list -Outlook pulls up the old
email
address from its name cache.
Is there a way to force Outlook to look at either the Exchange
Server
or
another address list so that names pulled up by auto-complete are
always
current?
