Mystery hyperlink issue

We are trying to build ourselves a small website that links to files and web
pages scattered internally and externally to our network. We can get all of
the links to work with one exception. The links to files on the "C" drive
won't link up and connect when clicked. The other drives (for us that is
mainly "S:\WHATEVER") work just fine. If we do exactly the same process with
C:\SOMEFILE nothing happens. It outwardly appears to build the hyperlink but
nothing happens when clicked. What are we missing here??
 
Is the C drive the server (or someone's local PC)
- are the folders on it set to be shared on the network

A link to C:\whatever from any pc on the network will always look to their C drive for the file
