mystery color shift in background

On my webpage in frontpage 2000 I have the artsy theme with an olive
background.
It looks that way on the web and in the program on my computer only. On
other computers the background is gray with a different pattern. I thought
this was a color profile thing but the different pattern means that that
isn't the case. What is going on???

the smudges in the background are not there in frontpage or on my own
computer and it is olive green
