Mysterious File

There is a file on my desktop whose name is 'File' and in
the icon is just the tilda (~) symbol.
What is the significance of this file?
Can it be deleted without chaos to the operating system?

That is a bug in a Windows update. It is your address book. As some of the
MVPs here advised, rename it with the .wab extension and see if it comes up
a little open book. I renamed mine bug.wab and kept it as a pet. All you
need to do is delete it.
