Mysterious file named "~"

Does Windows XP ever create and periodically modify a file in connection with Outlook Express having the following properties?

Name -- "~" [with no extension]
Type of File -- file
Description -- ~
Location -- "C:\Documents and Settings\User"
Size -- 200KB [approx]

- the icon/picture for the file is the same as the usual one for ".dat" files
- opening it with "notepad" reveals a majority of unusual characters with interspersed strings of ordinary text bearing names and e-mail addresses from Outlook Express

I am relieved to know that the appearance of the "~" file on my computer is not the result of infecting spyware.
