Every time I connect to the internet, vast volumes of
information is mysteriously downloaded somewhere onto my
computer, chewing up all my bandwidth and slowing down my
connection.

How can I find out what the hell it is and where the hell
it's going so I can GET RID OF IT?

Start with...
http://www.lavasoftusa.com (AdAware)
http://spybot.eon.net.au/ (Spybot)

This free utilities detect many "intruders", and provide the option to
remove them.

You could install a third party firewall like ZoneAlarm and this might
identify which program is doing it.

Do you have an up to date virus scanner?

You could try running task manager to determine what process is running that
might be doing this and then disable the app or remove it. Often a search
of the process name on the internet will show up something relevant.

What does your firewall report?
